Risk Capital Fund (RCF) for Business and Project Development Finance

Risk Capital Fund (RCF) – Eastern Cape Development Corporation (ECDC)

The Risk Capital Fund (RCF), managed by the Eastern Cape Development Corporation (ECDC), provides business development funding to entrepreneurs across different stages of the business cycle. Importantly, the fund supports both emerging and growing enterprises that require structured financial backing.

Depending on the business’s needs and stage of development, ECDC offers funding in the form of equity, loans, or a blended equity-loan solution. As a result, entrepreneurs can access flexible funding structures aligned with their growth plans.

Business Finance Under the Rick Capital Fund

The Business Finance facility includes equity and/or loan funding invested over the medium to long term. However, ECDC limits its total investment, including loan and equity components, to a maximum of 30% of the total funding required.

Furthermore, ECDC subordinates its funding to help unlock additional finance from other institutions before it releases its own funds. Consequently, this structure strengthens the overall funding package and improves project bankability.

Loan funding carries a maximum term of seven (7) years at a risk-adjusted, prime-linked interest rate. In addition, when ECDC provides equity funding, it aims to exit as soon as the business reaches commercial viability. Wherever possible, ECDC targets an exit within five years. Nevertheless, it may extend the exit period to between five and ten years, depending on project performance.

ECDC limits Business Finance to the lesser of 20% of the total project funding required or R3 million.

Project Development Finance (High-Impact Projects)

In addition to Business Finance, the RCF offers Project Development Finance for high-impact projects. Specifically, this funding supports preliminary studies and technical or commercial planning before full project take-off.

For example, entrepreneurs may use this facility for feasibility studies, business plans, or market testing. Therefore, the fund assists businesses in preparing thoroughly before entering the commercialisation phase.

Project Development Finance attracts a development service fee of 30% of the total ECDC investment. The applicant must pay this fee once the project development initiatives conclude and once the business secures full take-off funding for commercialisation.

ECDC limits Project Development Finance to the lesser of 80% of the total project funding required or R1.5 million. Moreover, applicants must contribute a minimum of 20% of the required funding from their own resources before ECDC releases approved funds.

Pre-Funding Requirements and Viability Assessment

Before ECDC commits funding, applicants must submit a cohesive and costed concept or business plan. Where applicable, they must also provide a pre-feasibility study. In addition, ECDC requires a benchmark model of the concept to test commercial viability.

Through this process, ECDC ensures that each supported project demonstrates sustainability, feasibility, and realistic growth potential.
