The manufacturing sector in South Africa is among the top three multiplier sectors for value addition, job creation, export earnings, and revenue generation. South Africa has developed an established and diversified manufacturing sector that has proven to be resilient and competitive in the global economy. The Manufacturing Support Programme (MSP) is an incentive offered through the dtic, designed to grow and develop the manufacturing sector, through investment in new or expansion manufacturing projects. These projects must generate and sustain employment, encourage transformation, and promote localisation. The grant is available to South African registered entities engaged in manufacturing Standard Industrial Classification (SIC 3). The Objectives of the Manufacturing Support Programme Business Grant include:

  • Promoting operational efficiency and competitiveness in start-up or expansion manufacturing projects;
  • Encouraging transformation through supporting enterprises owned by black individuals, women, youth, and individuals with disabilities;
  • Creating and sustaining employment; and
  • Promoting localisation through using locally produced inputs/raw materials and machinery directly related to production.

The Manufacturing Support Programme grant’s objectives are supported through competitiveness improvements, green technology and resource efficiency improvements, and production capacity expansion or start-up projects.

Manufacturing Support Programme

The Manufacturing Support Programme Offers:

  • A reimbursable grant of up to 20% for projects. The maximum grant offering is R10 million, over a two-year investment period with the last claim to be submitted within 6 months after the final approved milestone.
  • The DTIC provides a 30% reimbursable grant for projects that are 51% owned and managed by women, and/or youth, and/or individuals with disabilities.
  • For applicants that require competitiveness improvements, the grant related to consultant fees/costs does not exceed R1 million.

The grant can be utilised for combination of investment costs including:

  • Machinery and equipment;
  • Tools, dies, and jigs;
  • Raw materials;
  • Commercial vehicles; and
  • Buildings.
