The Gauteng Enterprise Propeller (GEP) promotes, fosters, and develops small enterprises in Gauteng. Consequently, it implements the Gauteng Provincial Government’s policy for small enterprise development. In addition, the GEP Voucher Program supports businesses by covering up to 50% of development costs when Dream Team Capital (DTC) assists with funding or non-repayable grant applications.
If your business operates in Gauteng, you should first contact GEP to request a voucher for your company. Once the voucher is issued, you can return to DTC, pay your portion, and we will assist with your application at the discounted rate. Financial support by the Gauteng Enterprise Propeller and GEP Voucher Program

These include valid Companies and Intellectual Property Commission (CIPC) registration, tax clearance certificates, full FICA compliance documentation, company profiles, and management profiles. Submission of these documents ensures that the applicant meets statutory and regulatory requirements.
In addition, businesses seeking general financial support must provide a comprehensive business plan. However, business plans are not required for contract finance applications. In such cases, the viability assessment is conducted based on the actual contract or purchase order. SMME and Cooperative Eco-System Centres
SMMEs and Cooperative Eco-System Centres refer to an Integrated Entrepreneurship Value Chain Model which consists of interventions geared towards all stages of the SMME’s business life cycle. Among others, the business life cycle will entail project identification in line with priority sectors, technical interventions, business development interventions, including access to markets.

Project preparation
Project preparation encompasses a series of pre-funding interventions designed to strengthen enterprise readiness. In line with its handholding approach, GEP focuses on assisting SMMEs and co-operatives during this stage. This support includes the further development of business plans, comprehensive business assessments, and alignment of funding requirements with identified opportunities.
Moreover, project preparation involves feasibility studies, due diligence, market analysis, competitor benchmarking, and business pitching. These structured interventions ensure that enterprises are fully equipped to secure funding and operationalise their strategies. As a result, the project preparation stage acts as a catalyst for unlocking the full potential of SMMEs and co-operatives, facilitating their transition towards production and manufacturing activities.

SMME and Co-Op Ombudsman
Provides SMME’s and co-ops with independent investigative, arbitration and negotiation support for situations where they experience unfair treatment and injustices that directly affect the growth and sustainability of their businesses. The services of SMME’s and Co-operatives Ombudsman are available at the Department of Economic Development Consumer Court.

Oversight Bodies
A Sector Advisory panel of experts will develop and capacitate SMME’s and Cooperatives to become sustainable and competitive businesses. The sector specific approach would assist in stimulating the ailing sectors and assist in
creating manufacturers. This will in turn move a number of SMME’s operating within the distribution and services space to productive and decent employment. This is part of GEP’s handholding approach to produce sustainable and productive SMME’s and co-operatives.
Co-operative support programme
The Co-operative Support Programme seeks to strengthen government initiatives to develop and promote co-operatives as a recognised form of small enterprise within the broader framework of SME support and development in the province. By doing so, it reinforces the province’s commitment to inclusive economic participation and sustainable enterprise growth.
The programme’s objectives include enhancing the competitiveness of the co-operative sector, enabling co-operatives to capitalise on emerging market opportunities. In addition, it promotes increased participation by historically disadvantaged groups, including black individuals, women, persons with disabilities, and youth, in the formation and management of co-operatives. Consequently, the programme supports both enterprise growth and broader socio-economic transformation.
