Durban Film Office Programmes Supporting Local Filmmakers

Durban Film Office

The Durban Film Office (DFO) is part of eThekwini Municipality’s Economic Development Unit and is responsible for promoting and developing the Film and Television Industry in Durban. Consequently, DFO markets Durban as a premier destination for television, film, photo, and digital media production. Furthermore, it nurtures local content creators, who, in turn, continue to develop a creative and vibrant film and entertainment community.

The overarching vision of the DFO is for Durban to be internationally recognized as a dynamic, innovative, and cost-effective production hub. As a result, residents regularly enjoy content created locally, while the film sector contributes significantly to Durban’s economy and global profile. Moreover, Dream Team Capital (DTC) can assist filmmakers by developing comprehensive applications, thereby helping them realize their vision for growth in the Film and Television Industry.

DFO Development Programmes

The Durban Film Office offers three development programmes, each targeting filmmakers at different stages of their careers:

  1. Development Fund Programme
  2. Festivals and Market Support Programme
  3. Micro Budget Programme

Each programme provides tailored support, enabling filmmakers to develop, promote, and produce content while gaining industry experience and market exposure.

Objectives of the Durban Film Office Development Programmes:

The DFO’s programmes aim to:

  • Support intermediate and experienced Durban-based producers developing feature fiction or documentary projects for local and international markets;
  • Encourage local emerging filmmakers and, in addition, stimulate the production of quality content;
  • Provide opportunities for skills development and market access;
  • Expose local talent to international audiences; and
  • Promote local films through targeted support programmes.

Ultimately, these objectives strengthen the local film industry while creating new opportunities for South African talent

Development Fund Programme

The Development Fund Programme supports intermediate and experienced Durban producers in developing feature fiction or documentary projects. In particular, it helps package projects effectively to attract investors and secure production financing.

The programme provides grant funding for up to two projects per year, offering a maximum of R250,000 per project. Moreover, DFO funds may cover costs such as:

  • Writer’s fees;
  • Script editors; and
  • Research fees.

Therefore, this support ensures projects are fully prepared for investment and production opportunities.

Festivals and Market Support Programme

The Festivals and Market Support Programme promotes locally based films by helping filmmakers attend international markets and festivals. As a result, filmmakers gain both financial assistance and increased visibility. The programme sponsors up to R30,000 per project annually.

Applicants may apply for sponsorship to cover:

  • Flights;
  • Accommodation;
  • Registration fees; and
  • Marketing materials approved for festival or market use.

In addition, this programme allows local filmmakers to connect with global audiences, expand their networks, and attract potential investors..

Micro Budget Programme

The Micro-budget Film Programme targets emerging filmmakers, encouraging low-budget film production that is practical and commercially viable. Emerging filmmakers are defined as those who have produced content that received industry or public attention and, meanwhile, aspire to produce feature-length works.

The programme offers R250,000 for the production of a feature-length fiction film and aims to produce three films annually over a 12-month period. Furthermore, it helps develop a local model and brand for sustainable low-budget filmmaking in Durban. Subsequently, this programme strengthens the local industry and promotes the growth of Durban-based talent.
