The Eastern Cape Economic Development Fund (EDF) upholds the core mandate to position the province as a competitive investment destination through investment in initiatives, programmes, projects, and ventures that are developmental and commercially sound. This includes stimulating economic growth and equitable development, supporting entrepreneurship, and creating sustainable employment opportunities. The Fund operates to to facilitate economic growth, employment, and industrial development in the Eastern Cape. The Eastern Cape Economic Development Fund discharges its mandate through specific fund products, designed to respond to identified developmental and commercial objectives. These constituent instruments (sub-funds) have sub mandates that respond to the unique needs of targeted beneficiaries or industries.
Allocation of Funds
To strengthen long-term sustainability, the fund will allocate approximately 60% of its resources to initiatives that generate defined financial returns on investment. In doing so, the fund will preserve capital while ensuring measurable performance. Meanwhile, it will direct the remaining 40% towards initiatives that deliver strong economic and developmental returns.Specifically, this 40% allocation will support industry and value-chain activation, SMME development and youth employment programmes.
Through these targeted interventions, the fund will stimulate inclusive growth and broaden economic participation. As a result, it will balance financial performance with social impact. With regard to economic returns, the fund managers will structure funding terms based on rigorous economic research, development intelligence and the specific potential of each project. Furthermore, they will align funding conditions with clearly defined performance targets. In addition, they will assess each application against key sustainability indicators.Commercial viability, job creation potential and youth empowerment will play a decisive role in funding decisions. Equally important, the fund will prioritise economic inclusiveness and meaningful private sector participation. Ultimately, this balanced and disciplined approach will enable the fund to achieve both financial resilience and developmental impact.

Moreover, the Fund will structure these products as constituent instruments, or sub-funds, each with a focused purpose. Each sub-fund will operate under a defined sub-mandate that directly addresses the needs of targeted beneficiaries or priority industries. As a result, the Fund will respond more effectively to sector-specific challenges while maintaining strategic coherence across its portfolio.
